Basically, the purpose of a gun is to be a tool. A tool for shooting, to deter the danger in front. However, in some cases, guns are injustice. Even though the gunman is committed to encourage justice.

The Senate grilled the Department of Justice (DOJ)  for downgrading the charges against Criminal Investigation and Detection Group (CIDG) in Eastern Visayas chief Superintendent Marvin Marcos and his 18 cops who killed druglord former Albuera, Leyte Mayor Rolando Espinosa.

Senate panels filed murder charges, however, DOJ let the case turn from murder to homicide, thereby, allowing the suspects to be reinstated at their positions. A prisoner suffering inside the jail, no matter how nefarious he is, still, he has no arms to fight for. Is it justifiable to “just shoot” that helpless man and be proud after all?

Senate Minority Leader Franklin Drilon said that the hearing last Wednesday only proved that there’s a “cover up.”

Despite from the deep investigation of National Bureau of Investigation (NBI), the Senate, the Internal Audit Services and earlier DOJ resolution – saying that it’s a “murder,” the DOJ still stood to continue the downgrading of charges.

Justice Undersecretary Reynante Orceo explained the DOJ side through the recommendation of Circular 19. And even Philippine National Police (PNP) Director General chief Ronald dela Rosa denied that he sees no cover-up, they follow due process and let the DOJ take care of it.

Circular 19 is still a questionable and the due process too. Letting the criminals to be seated calmly, earning money, because they have close ties with high officials of the country … is an act of “definite ignorance.”

The power is not just in the hands of the executive branch but with the legislative too. It is time to support the further investigation and consider the purpose of Senate: they are to review and approve or reject presidential appointees to executive and judicial branch posts.

The CIDG have qualifications for a certain person to be its superintendent chief. It would be better if the police considered qualifying the background and charges filed against the person before appointing him into a high position.

It has been 1 year, 1 month, and 6 days when Espinosa’s case from the very start was controversial.

As President Rodrigo Duterte once quoted from his second State of the Nation Address (SONA), “look beyond your biases, your prejudices, your ambition, political agenda.The search for change will be an end only when we look into ourselves and find it within.”

A gun is a very  delicate tool. Use it correctly, the justice will follow. A gun symbolizes for power. But not all power brings goodness. So better choose the right and controlled gunman.
